John R. Bolton's nomination for U.N. ambassador was blocked from a vote again yesterday in the Senate. Early Monday morning, there was a report in the that Bolton's usefulness at Foggy Bottom in arms control was over when Condoleezza Rice became Secretary of State. A more nuanced approach to arms negotiation was desired so he was effectively kicked upstairs to clear the way from his obstructionism -- no doubt wanted by the Bush team at the time. .
